What the seller hands over depends on which kind of Oklahoma title the vehicle carries. Since 1 July 2025 Service Oklahoma issues titles electronically, so it is either a paper certificate with the assignment signed in front of a notary, or - if the title is already electronic - a notarised Form 718 Bill of Sale of an Electronic Title, which takes the place of the title. Either the buyer or the seller must pre-register the sale within two business days, the buyer must have a metal plate with pre-registration decals on the vehicle within ten days, and Service Oklahoma's Vehicle Titles page says the title must be applied for and issued within two months of obtaining ownership.
8 things this answer does not settle
- Three current Service Oklahoma publications give different deadlines for the same duty. The Vehicle Titles page says "The State of Oklahoma requires titles to be applied and issued within 2 months of obtaining ownership". Form 773 (Rev. 01/2023) says "Oklahoma law requires transfer of title within thirty (30) days of the assignment date" and that missing it "will result in delinquent penalties". The Vehicle Registration page says both that transfers have "2 months for tags without incurring penalty charges" and that "For newly purchased vehicles, penalties will accrue on the thirty-first (31st) day following ownership assignment". Until Service Oklahoma reconciles them, 30 days is the only figure that satisfies all three.
- Oklahoma switched to electronic title issuance on 1 July 2025, so which document transfers a vehicle now depends on whether its title is still a valid paper certificate or has already been converted to an electronic record. Existing paper titles stay valid until the next transaction. Service Oklahoma publishes no way for a buyer to check which kind of title a vehicle carries before the sale; a paid vehicle information request reports the title type but the free version is described as limited.
- The 3.25% excise tax rate and the 1.25% vehicle sales tax rate are published only in Service Oklahoma's own Standard Operating Procedures (G.01 and G.02, effective 18 March 2025). The customer-facing Fees page publishes no rate and links only to an Excise Tax Calculator.
- Those SOPs are posted publicly on oklahoma.gov but are written for Service Oklahoma's own title consultants and cross-reference an internal "LO Manual" that is not published. Figures taken from them could not be confirmed against a customer-facing page.
- Service Oklahoma's Help Center, which carries its published guidance on transferring a deceased owner's vehicle, is hosted at intercom.help rather than on oklahoma.gov. It is linked as "Help Center" from the footer of Service Oklahoma's own pages.
- Service Oklahoma names no emissions test in any of its published title or registration document lists, but publishes no page saying that emissions testing is not required in Oklahoma either. This record therefore reports emissions as not published rather than as not required.
- Service Oklahoma does not publish whether the buyer must also file Form 701-6 Application for Oklahoma Certificate of Title where the seller's title is electronic and ownership passes on Form 718 alone. Its in-state transfer checklist names neither Form 701-6 nor any substitute application, and Form 718 says only that "additional forms may be required in conjunction with this form".
- The $10.00 Form 773 filing fee is printed on the form itself; it does not appear on Service Oklahoma's Fees page, so we could not confirm it against the current fee schedule.
Do this first
- Ask the seller whether the vehicle's Oklahoma title is still a paper certificate or has already been converted to an electronic record - since 1 July 2025 an electronic title is transferred on Form 718 Bill of Sale of an Electronic Title instead of on a paper certificate, and Form 718 can only be used where the title on record is electronic.
- Take away either the paper Oklahoma certificate of title with the assignment to you signed and notarised, or the notarised Form 718 Bill of Sale of an Electronic Title - Service Oklahoma accepts one or the other as the evidence of ownership for an Oklahoma-titled vehicle.

An ownership transfer attracts 3.25% motor vehicle excise tax on the purchase price or taxable value plus 1.25% vehicle sales tax on the actual purchase price, unless one of Service Oklahoma's published exemptions applies.
Inspection, emissions, notary and odometer

- A VIN inspection is needed only where the title record carries a Serial Inspection (SI) or Document/Serial Inspection (DS) hold; Service Oklahoma charges $4.00 for the inspection and the vehicle must be brought to a Licensed Operator or the N Classen counter.

What happens to the plates
Oklahoma license plates are assigned to the person, not the vehicle: a private seller keeps the plate, and the buyer must put their own transferred plate or a newly issued one on the vehicle, with two pre-registration decals, within ten days of the purchase.

Service Oklahoma states "In Oklahoma, your License Plate is assigned to you, the person, not your vehicle. If you sell your vehicle, it is important that you keep your License Plate." A buyer transferring an existing plate receives only the decals in the post; a buyer without one receives a standard metal plate with the decals attached. A plate with unexpired tags brought to the titling visit earns credit for the time left, provided the registration type is not changing. Where a plate itself is to change hands between named relatives, a trust or a sole proprietor and stays on the same vehicle, Form 773-LP is used.

Titling and registering are one counter transaction in Oklahoma - you take the ownership document, insurance verification and driver license to Service Oklahoma or a Licensed Operator and pay tag, title and tax together - but since 1 September 2024 a separate pre-registration step comes first, so the license plate now reaches the buyer before the title does.
